The slope  will be 2/3  because its parallel to y = 2/3 x.

First write it in point slope form

y - y1 = 2/3(x - x1)  where     x1 = -3 and y1 = 1 :-

y - 1 = 2/3(x - -3)

y = 2/3(x + 3) + 1

y = 2/3x + 2 + 1

y = 2/3x  + 3     <---------- slope/intercept form  Answer.
