Here's the meaning of microbistatic :

"Microbistatic" is a process of of growing microorganisms.

Here's the meaning of microbicidal :

"Microbicidal" is the process of killing microorganisms.

The difference here is that one makes microorganisms grow, while the other makes microorganisms stop growing.
