Had congress allowed six more justices on the Supreme Court how might this have change the balance of powers?

I did some research for you here is the answer i do not take credit the answer is and i quote

"With the aim of the Judicial Procedures Reform Bill of 1937 to add more justices (maximum of six) in the Congress, more favorable rulings are expected to be implemented, especially to situations where the court has given unconstitutional rulings. This was proposed by former US President Franklin Roosevelt".
