When the seeds hibernated or they sleep for germinating or sprout and seeds wait for the right temperature, oxygen, and the water conditions ad the sunlight, etc while the others are modified seeds that are programmed to sprout through the help of some chemicals and thus this period of seed inactivity id called as seed dormancy.
