No it would be completely wrong to assume that static electricity means that the charges never move. Any kind of electricity always involves the movement of electrons. In reality, static electricity is caused by friction or by rubbing electrons from the surfaces of other materials. So the electrons did not get there by current and thus it is called static electricity.
