Justice Brown believed that the Fourteenth amendment was intended to guarantee legal equality of the races in the US but not to force races to mix. He also considered that the only way the two races could intermix was as a result of “natural affinities” and could only happen through the “voluntary consent of the individuals” and not by the imposition of legislation.
