A skin cell is something that stays on your body your entire life, so naturally it contains all of your DNA only.
However, an egg cell is meant for reproduction, and is meant to be combined with a sperm to form a new being. Everyone receives half of their DNA from their mother and half from their father, so an egg cell only contains half of the DNA compared to that of a skin cell.
