I do not think suspending civil liberties is justified in any situation. The purpose of a government is to defend the inalienable rights of the governed. If that government sees impeding on liberty as a solution to a problem, then that government need to be dissolved hastily, as the slippery slope brought forth with only get worse as the people in power will take more and more as time goes on.
