Can you have p and KE with 0 kg mass why or why not?

No you cannot. For example, KE (kinetic energy) is defined by 1/2(m)(v^2). If mass is 0kg, KE would be equal to 0.

Whereas p, Potential energy is equal to mgh, which would also equal 0 if mass (m) were equal to 0.
