The brake rotor spins along with the wheel and the stationary brake caliper wraps around the rotor and works through a piston system as to when the brake is applied it pushes brake fluid into the calipers pistons (which is attached to the brake pads) therfore the brake pads are pressed onto the rotating brake rotor thus creating friction gradually or abruptly slowing it down depending on how hard the brake is applied.
