Answer:

Both of the points are in the same x-axis (which is 4). However, they are different because one of them is shifted 9 units up and the other one is shifted 9 units down (their y-axis are different). Their quadrants are also different since (4,9) is at the first quadrant, while (4,-9) is at the fourth quadrant.
