Use distributive property

= 4x*2x - 4x*y -3x *x - (-3x) * 2y - 2x +1

= 8x² - 4xy - 3x² + 6xy - 2x + 1

= 8x² - 3x² - 4xy + 6xy - 2x + 1

Combine like terms

= 5x² + 2xy - 2x + 1

Substitute  x = -1  & y = 2

= 5(-1)² + 2*(-1)*2 - 2(-1) + 1

= 5*1 - 4 + 2 + 1

= 5 - 4 + 2 + 1

= 4
