A) F = ma / F = mg
F = (15,000kg)(1.6 N/kg) = 24,000N
So the upward force of 24,000 balances out the downward force of 24,000. There is no net force and therefore, no acceleration. This allows for a constant velocity.

B) F = ma
Net force: 24,000 - 25,000 = -1,000
-1,000 = (15,000kg)a
a = -.067 [tex] \frac{m}{s^{2} } [/tex]

t = 18.0s



[tex] v_{f} ^{2} = v_{i} ^{2} + at[/tex]
[tex]v_{f}^{2} = (2.0 \frac{m}{s}) ^{2} + (-.067 \frac{m}{ s^{2} })(18.0s)[/tex]

So the final velocity is 1.67 m/s
