Should the government pay people to buy electric

The government should so that everyone is provided electricity, but as we know, the government wouldn't do that because they would loose a lot of money from the process.

This a personal opinion but if the government is paying someone to buy electricity they are only losing money and wasting electricity and these days saving electricity is vital
