By the biology dictionary, the maternal-effect gene is a gene from the mother's genome in which its phenotype in the zygote is influenced by a mother's genotype not from the zygote. It is required for the primary development of the zygote. This would not affect the determination stage or the activation state. It would affect the specification stage since it has a role in the genetic determination and positional cues that help arrange body axes.
