The Works Project Administration was created to build public places and gave on-the-job training. It was part of the National Industrial Recovery Act, which was part of President Roosevelt's plan for relief from the Depression. As the fallout from the Great Depression ran deep into society, the need for more training and varied skills in the workforce was needed to support the economy and drive economic growth.
