Why is it so ironic that the proles get so outraged by a shortage of cooking pots?

In Orwell's 1984, Winston realizes that the proles have the power and anger to protest, but they do not realize that could protest their system. The least powerful group in this society is actually the most powerful, but they do not realize it.
