Add -1/5y to both sides.
[tex](3x+1/5y)+(-1/5y)=(7)+(-1/5y)[/tex]
Simplify.
[tex]3x=7-1/5y[/tex]
Divide both sides by 3.
[tex](3x)/3=(7-1/5y)/3[/tex]
Simplify.
[tex]x=(7-1/5y)*1/3[/tex]
[tex]x=7/3-1/15y[/tex]
