The biggest thing that would attract them to Pennsylvania would be freedom for religious practices. He was a quaker, which is a type of a Christian, but wasn't very liked by Dutch and German and other types of Christians because he wasn't catholic or protestant. So he made a new colony where people would have religious freedom.
