The Qing Dynasty Jiaqing Emperor issued an imperial decree to ban the imports of opium stating that this drug was harmful. It undermined their good customs and morality. He further stated that the use of opium was prohibited by law. The number of opium consumers became big and deceitful merchants bought and sold them to gain profit.
