He was impressed by the civilization of Tenochtitlan. There were structures that expressed knowledge in engineering. It was a city of a great civilization. The people were accommodating, however, there was a political faction that exists within their leaders which he used to manipulate the people and conquer them. Some people believed that He was actually a god that would help them against their ruler.
