I'm kind of confused about the question
But according to the Kardashev scale there are 3 civilizations that life other civilizations want to get to
1. The civilization is confined to its own planet like humans and Earth (we suck)
2. A civilization harnesses the full power of there star through maybe a dyson sphere or more realistically a dyson swarm
3. And 3 is when a civilization harnesses the full power of there galaxy and many stars in it.
