Jenny applied a force of 500N

Let force applied by Willie be F₁ and force applied by Jenny be F₂.
For the cart to move, there should be a resultant force R in either of the directions(i.e F₁ greater than F₂ or vice versa). So if the cart didn't move then it means F₁=F₂
