It is because if electrodes are made from same material, there will be no flow of charges. The electrodes are such chosen so that one electrode is willing to lose electrons and other is willing to gain electrons. The choice of material is accordingly, one electrode should be made form an electro-negative material and the other should be made from a electro-positive material. This makes the charges to flow between the two electrodes.
